The Dane, 28, has two years to run on his deal at the Tottenham Hotspur stadium but he’s surplus to requirements under Ange Postecoglou.
Erik ten Hag is keen on strengthening his midfield after three worrying performances at the start of the season.
The Dutchman worked with Hojbjerg during his time as Bayern Munich’s reserve manager.
The Dane could provide some much-needed solidity at the base of United’s midfield, where Casemiro has appeared completely isolated so far this term.
Tottenham accepted a reported £30m bid from Atletico Madrid for Hojbjerg earlier this summer but a deal failed to materialise.
With Mason Mount set to miss a month of action, United are keen on signing another midfielder and reports on Monday claimed the Red Devils had been made aware of Hojbjerg’s availability.
Sky Sports now say United have made initial contract with Tottenham over a move for the Dane and will hold further talks over his signing.
Striking a deal with Daniel Levy in the final days of the window won’t be an easy task for United.
The Red Devils also have eyes on Sofyan Amrabat from Fiorentina and Bayern Munich ace Ryan Gravenberch.
