Mansour committed one of many defensive howlers which gifted the Tigers score five tries in the first 20 minutes of their 30-4 win at Suncorp Stadium on Friday night and Cleary has drafted Brian To'o into the starting side for his debut in place of the out-of-form star.
Campbell-Gillard has copped his fair share of criticism through Penrith's 2-7 start to the season and he has been named in the reserves.
Wayde Egan has also been replaced by Sione Katoa at hooker and Dylan Edwards has been recalled at fullback after three weeks spent playing Canterbury Cup.
Manly star Dylan Walker has been named for his first game of the season after being found not guilty of assaulting his fiancee, Alexandra Ivkovic, and Des Hasler also welcomes back Addin Fonua-Blake and Lachlan Croker, though the latter is yet to prove his fitness.
Brad Arthur has also responded to his team's awful showing against the Storm, making a statement by dropping Michael Jennings and Jaeman Salmon.
Will Smith will wear the No. 6, Josh Hoffman will start in the centres and George Jennings will line up on the wing.
Bulldogs coach Dean Pay has made a handful of changes for a match his team must win to remain a genuine hope of playing finals football, too.
Jack Cogger has been swapped jerseys with Kieran Foran in the halves and Corey Harawira-Naera returns after missing Magic Round due to personal reasons, relegating Chris Smith to the pine.
Rhyse Martin returns after being dropped prior to the loss to Newcastle, while Adam Elliott is out due to a knee injury.
He has been replaced by Danny Fualolo but there is still no place for Lachlan Lewis and Kerrod Holland, who were dropped last week.
As expected, Boyd Cordner has been left out of the Roosters team that will face Brisbane due to concussion.
Mitch Aubusson will start in the back row, with Lindsay Collins coming onto the bench.
